Program Introduction

The Development Cooperation Policy Program (DCPP) is a Master’s Degree Program operated by Graduate School of International Studies (GSIS) of Seoul National University (SNU) with support from KOICA.

The program is designed to support developing countries by cultivating qualified professionals in the area of international development and builds the capacity of government officials. Participants gain both academic and administrative knowledge through case studies and education on international cooperation. Furthermore, the program establishes a systematic approach through a network that integrates industrial, administrative, and academic collaboration.

Through this program, KOICA’s partner countries benefit in several ways: by developing human resources in the field of development policy; strenghthening organizational capacity and formulating effective development policies; fostering a deeper understanding of Korea; and promoting amicable and cooperative relations with Korea.

Project Objectives

Beginning in 2008, Graduate School of International Studies at Seoul National University (SNU GSIS) has been managing Master’s Degree Program with support from the Korea International Cooperation Agency (KOICA). This program selects talented civil servants from developing countries who demonstrate high-level expertise in the field of development.

The program’s purpose is to equip participants with academic and managerial knowledge through case studies and training in international development. It seeks to increase social value by fostering a knowledge-based learning community across various fields, supported by a systematic education framework that integrates industry, government, and academia in the international development sector. Furthermore, the program aims to enhance research and education efficiency by establishing a database of experts and resources in international development.

Through these efforts, the program focuses on advancing the quality of research by developing case studies, fostering institutional innovation, and producing scholarly publications, including books, journals, and articles on international development. By providing comprehensive qualitative and quantitative education, the DCPP contributes to economic and social development by training competent global leaders from developing countries.

This program also supports the development of participating government officials’ home countries by sharing Korea’s experiences in development administration and economic growth. It provides valuable insights into Korea’s development policies, promoting sustainable economic and social progress worldwide.

After the establishment of the International Development Policy major (provisional major) on August 1, 2008, the program selected its first group of students the following month. In March 2014, when the provisional major ended, applicants were assigned to the International Area Studies major (non-provisional major).

Starting with the 12th enrollment group, students were given the option to choose among three majors: International Cooperation, International Commerce, and International Area Studies. From the 15th enrollment group onward, the International Development major has been officially offered.

Since its inception on August 1, 2008, the program has graduated 271 participants from 51 different countries, and 31 students are currently enrolled.
